Dcinside Terms of Use

Effective: June 25, 2024

1. Purpose
  • The purpose of this agreement is to prescribe the rights, obligations and responsibilities of the company and users, and other necessary matters in relation to the use of the dcinside global site and related services provided by dcinside (hereinafter referred to as 'The company')
2. Definition of Users
  • The term 'user' means a 'non-member user' who agrees to these Terms of Use and uses the services provided by the company. A 'non-member user' is identified by a nickname written by the user, and part of their IP address displayed in the form of '(000.000)'.
3. Provision of Services
  • The company provides the following services to users
    • 1. Community (gallery, etc.)
    • 2. Any other service that the company will develop or provide to users through a cooperation agreement with another company
4. Discontinuation and change of service
  • ① The company is committed to providing smooth services 24 hours a day, 365 days a year. However, in the event of maintenance, inspection, replacement or breakdown of information and communication equipment such as computers, or communication interruption, the provision of some or all services may be restricted or suspended.
  • Alternatively, the services provided in '3. Provision of Service' may be changed or terminated for operational and improvement purposes. The company may also change or terminate the services for reasons deemed appropriate.
  • ② The company will inform you of some service restrictions and interruptions 'under paragraph ①' in advance if they are predictable, and if they are unpredictable, we will explain and guide you in detail without delay.
    In addition, in the case of termination of service, the company will notify the user in the manner prescribed in '5. Notification to Users'. However, exceptions are made when prior notice is impossible due to interruption of service due to reasons beyond the control of the company (intentional and negligible disk failure, system down, etc.). In such a case, we will try to restore the service as soon as possible as the company becomes aware of the situation.
5. Notification to Users
  • If the company makes notifications for the entire user base, it can replace individual notifications by posting them on the notice board for more than 7 days.
6. Duty of the company
  • ① The company does not engage in any act prohibited or contrary to public order or good morals by any act and these Terms of Use and strives to provide continuous and stable services as provided by these Terms of Use.
  • ② The company builds a system so that users can use the service safely and conveniently.
  • ③ The company is responsible for compensating the user for damages in accordance with relevant laws and regulations if the user suffers any damage due to the company's intention or negligence in using the service.
  • However, the company shall not be liable for damages caused by its inability to provide services or the user's intentional or the user's negligence due to natural disasters or equivalent force majeure events beyond the company's control.
  • In addition, the company will not be liable for damages caused by mutual exchange of opinions, transactions, etc. through the company's service, or for damages caused by users trusting other people's posts posted on the service, unless there are special circumstances.
7. Duty of Users
  • ① The user shall not perform the following acts.
    • 1. Any act that infringes the intellectual property rights or copyrights of the company and a third party or interferes with the rights and duties of the company or the rights and activities of a third party
    • 2. Any act of posting or transmitting information (computer programs, illegal harmful information, etc.) prohibited from being transmitted or posted under relevant laws and regulations
    • 3. Posting and transmitting information under the guise of an employee or service manager of the company or by stealing the name of another person
    • 4. Any act of posting or transmitting materials containing computer software, hardware, and telecommunications equipment, software viruses designed to disrupt or destroy the normal operation of computer software, hardware, or telecommunications equipment, and other computer codes, files, or programs
    • 5. Any act of bullying other users, such as stalking
    • 6. Infringement of personal information, such as collecting, storing, and disclosing personal information about other users and third parties without their consent, and defamation
    • 7. Posting advertisements or propaganda targeting a large number of unspecified persons, or posting pornography, harmful media for juveniles, illegal video, etc.
    • 8. Violation of the notice regulations posted on the services provided by the company
    • 9. Using automated means (macro programs, bots, robots, scrapers, crawlers, etc.) to post content that excessively utilizes the service functions (posts, comments, all searchable contents, hereinafter referred to as 'content'), or posting content that is inappropriate for the service.
    • 10. Any act that does not conform to the purpose of the service, such as creating or publishing content using automated means not authorized by the company
    • 11. Any act of collecting and using other information (such as IP addresses of non-members) including content posted on the service, using automated means or for the purpose of AI learning
    • 12. Any act to neutralize the company's technical measures to prevent use or abuse in a way that is different from the purpose of providing services on the premise of actual use
  • ② If there is a user who has committed an act falling under paragraph (1), the company may limit, suspend, or lose the user's qualification for using the service in an appropriate manner.
  • ③ The user is responsible for compensating for damages incurred by the company or other users due to the attributable reasons.
8. Deletion or Restriction of Use of Public Posts
  • ① If the content of a user's public post falls under any of the following subparagraphs, the company may take measures to temporarily block access to the public post, and if the same case under each subparagraph is repeated more than once within 7 days, the post may be deleted or the user's qualifications may be restricted, suspended or lost.
    • 1. Content that slanders other users or third parties or damages their reputation through slander
    • 2. Content distributing information, sentences, figures, etc. that violate public order and morals, such as pornography, harmful media for juveniles, illegal video, abusive language, etc.
    • 3. Content deemed to be related to criminal acts and illegal harmful information
    • 4. Content infringing on other rights, such as copyrights of other users or third parties
    • 5. Where it is deemed that the company's business will be obstructed or obstructed due to such disputes as causing religious and political disputes
    • 6. In the event of infringement or defamation of other person's personal information or privacy
    • 7. In the case where the purpose of posting is contrary to the purpose of posting, such as posting multiple copies of the same content
    • 8. In the case of publishing unnecessary or unapproved advertisements or promotional materials
  • ② If based on infringement of legal interests caused by public posts by users, other users or third parties take civil or criminal legal action against users or companies (e.g., complaints, injunction applications, damages claims) and request the deletion of posts related to legal action, the company may temporarily restrict access to such posts until the outcome of such legal action (e.g., prosecution, court's injunction decision, damages judgment).
9. The attribution of copyrights and the use of contents
  • ① Copyright and other intellectual property rights for the works created by the company belong to the company.
  • ② The user shall not reproduce, transmit, publish, distribute, broadcast, or otherwise use the information obtained by using the services provided by the company for commercial purposes or by a third party without the prior consent of the company.
  • ③ The copyright of posts posted by users within the service belongs to the user who posted them. However, the company may use content in accordance with the provisions of the 'Copyright Act' without user consent for purposes such as service operation, display, transmission, distribution, promotion, and artificial intelligence learning.
    • 1. Create edited works by reproducing, modifying, exhibiting, transmitting, and distributing user's content within the service without infringing copyrights
    • 2. To provide, display, or promote user's content to service partners such as media and telecommunications companies. However, in this case, the company does not provide user information without separate consent.
    • 3. If the company intends to use the user's content by any means other than the preceding paragraph, it will post a notice to obtain the user's consent.
10. Advertising and transactions with advertisers
  • ① Part of the service investment base that the company can provide to its users comes from advertising revenue. Users agree to publish advertisements using the content registered by the user and advertisements exposed on other services.
  • ② The company shall not be liable for any loss or damage caused by the participation, communication, or transaction of users in the promotional activities of advertisers posted on the Service or through the Service.
11. Crawling and Artificial Intelligence Learning
  • ① The company only allows crawling for some sites applied to 'robots.txt'. Crawling of this Service in any form or for any purpose without our prior written consent is expressly prohibited.
  • ② If you use the company's content for AI learning (all data used for AI model learning such as machine learning and deep learning), you must make prior agreements with the company. Even for public interest and non-profit purposes, you must obtain consent from the company. Otherwise, you may be subject to civil or criminal liability.
12. Amendment of Terms of Use
  • ① The company may amend these Terms of Use to the extent that they do not violate the relevant laws and regulations, such as Any act on Promotion of Information and Communication Network Utilization and Information Protection, etc. and Any act on Regulation of Terms of Use.
  • ② However, if the revision is unfavorable to the user, it will be notified from 14 days before the application date to the day before the application date.

13. Judicial Jurisdiction
  • The law of the Republic of Korea applies to disputes over the use of services between the company and the user, and the lawsuit due to this dispute is filed with the court of the Republic of Korea having jurisdiction under the Civil Procedure Act
14. Obligation to notify before amendment
  • In the event of any addition, deletion, or modification to the contents of these Terms of Use, the company will provide advance notice through its service at least 7 days before the revision.

Dcinside Privacy Policy

Effective: June 25, 2024

Dcinside does not collect personal information (name, address, resident registration number, mobile phone number, e-mail, etc.) for users' service use, and in particular, it has no intention of collecting or processing information that can identify users, except when absolutely necessary by laws.

The following policy is announced in accordance with Article 30 (1) of the Personal Information Protection Act and Article 31 (1) of the Enforcement Decree of the Personal Information Protection Act.

8. Notification obligation before revision

In the event of addition, deletion, or revision of the contents of this personal information processing policy, it will be notified in advance through the notice in the company service at least 7 days before the revision. However, when significant changes in user rights occur, such as items of user information collected and changes in the purpose of use, it will be notified at least 14 days in advance, and user consent may be obtained again if necessary.

Dcinside Youth Protection Policy

In order to protect teenagers from various harmful information, dcinside has prepared and implemented a youth protection policy to prevent those under the age of 19 from accessing harmful information according to related laws. In addition, dcinside is working to strictly impose sanctions on harmful information such as pornography and illegal activities that hinder the healthy growth of adolescents. It also sanctions unethical and antisocial activities.
